Floating interest rates are rates that can change over the life of the loan.
Generally, they track a publicly available index such as the federal
cost-of-funds rate or rates on a specified type of U.S. Treasury security.
Floating rate loans may come with a "cap" or maximum rate above which
they may not float, and/or a "floor" or minimum rate below which they
may not sink.
